Admission is online. Eligibility depends on the selected programme. The official admission instructions list a scanned qualifying-examination mark sheet and matriculation certificate for age proof; candidates claiming reserved-category benefits must upload the prescribed caste certificate. Applicants to B.Ed. must provide additional documents as separately instructed. Applicants should use the current official admission page for programme-specific eligibility and session dates.

Nalanda Open University was established on 14 March 1987 by an ordinance promulgated by the Government of Bihar. The Nalanda Open University Act, 1995, passed by the Bihar Legislature, replaced the ordinance. The current official university website identifies its headquarters as Badgaon, Nalanda, Bihar. Older UGC-DEB and Patna district listings retain the Biscomaun Bhawan, Patna address, so those listings should not be mistaken for the current address stated by NOU.
